but did the company has proof of concept agreements in place with a multi billion dollar company? Did they have agreements where companies had to pay to test their technology (I know its a different kind of market).

Brainchip has an actual silicon, wafer fabricated on had undergoing or undergone testing before being sent to Early access partners. No one else in the market has been able to do this. If the product didnt work, they wouldnt have an agreement with Vorago who has ties to NASA. "They work closely with NASA and in turn we would work closely to NASA".

I beleive the dot com bubble was built on false hope, Brainchip has solid proof that they have tech and agreements that can generate revenue (yes still a slight risk as nothing is risk free).
