The determination processing step is for determining the type of the tracking target's behavior based on a result of the tracking processing step.
Our application US201723602 recognises movement and "learns the features of objects that move through the visually sensory areas of the camera" [0040] - without having the time to read this I suppose that we use hardware with a bit of firmware to recognize movement.
