OK, I was soo happy to read this Gem, (thanks yet again BlueAnt) I have put this together.
Lets assess the codes used to by NASA and each can draw their own conclusion.




FAR19.5 Is a Massive legislation. Here are some extracts from the US Gov website;
1. It is determined to be in the interest of maintaining or mobilizing the Nation’s full productive capacity, war or national defense program

The contracting officer shall review acquisitions to determine if they can be set aside, in total or in part, or reserved for small business, giving consideration to the recommendations of agency personnel in the Office of Small and Disadvantaged Business Utilization, or for the Department of Defense, in the Office of Small Business Programs. Agencies may establish threshold levels for this review depending upon their needs
