Hi FF,
What I understand is NASA wants to issue a sole source contract to BRN, which clearly says that they've done their evaluation and testing necessary to determine that Akida is what they're after. Even going as far as putting it under the authority of FAR13.106-1(b)(1)(i).
By issuing an RFT and allow competitors to submit their interests, wouldn't that defeat the whole purpose of NASA's sole source contract decision and against what the FAR13.106-1(b)(1)(i) says? Surely NASA wouldn't say yes to other supplier even if Govt finds Company B more suitable because no testing and evaluation has been conducted, not to mention by doing so will throw their plan off and more delay on their projects?
I'm not sure how the Govt tender and contracting works but if they're only issuing RFT for the sake of competition law?
