My interpretation of Tensor obtaining licence to use Loihi for NASA's 6 month SBIR contract have nothing to do with NASA themselves choosing BRN for their other projects. In this particular case I believe it's Tensor's decision to use Loihi not NASA, not to mention Tensor did suggest BRN back in June but for whatever reason they went to Intel. I doubt NASA's happy with that, considering BRN is what NASA has in mind.

Also as per stated it's for CubeSat only and with capabilities to scale to any space vehicle (Just possibility not assurance)

Tensor, along with several commercial partners, is developing new technology suitable for small satellites (SmallSat/CubeSat) and small launch vehicles. As part of this development, we are designing autonomy and artificial cognition capabilities for small scale satellites and vehicles that will be scalable to any space vehicle.
