You can click the link and scroll to that exact definition, as I did and posted just after 12AM this morning, The time comes in following the internal document links, theyre never ending (as you would expect from Government) so It really would take some time to track it down.
A conclusion I came to (one of a few I didnt post) the small purchase threshold could be up to $25m, but there are links attached to circumstances as to why this could be so high,
Another conclusion is I wouldnt EVER find a $figure. Many times I read "at the Discretion of [such and such person]"
So good luck if you decide to have a go mate. Cant hurt. I think a big answer is in there somewhere waiting to be found.
