Your post has reminded me of a further thought I had on this. I am sure you will recall that the Tensor Innovation Partners original NASA Phase 1 approval was for the AKIDA COTS chip.
The commercial off the shelf chip was to meet the SWaP criteria which means that a custom built one off chip would not meet the description approved by NASA under SWaP.
So when NASA issued the sole source contract to Brainchip it might be argued that it was essentially confirming that the only potential supplier of a suitable COTS for Tensor Innovation Partners Phase 1 grant was AKD1000.
My opinion only.
