    Maybe however Intel made it open source so academic institutions including Chinese and those affiliated with the Chinese can and have had access on top of the export approval.

    On top of which anyone and any company around the world can sign up to be an Intel research partner and obtain access so no on balance there is nothing about Loihi that the Chinese have not had access to for at least a year or more.
