Great Analysis !
I met with my local Nationals member on a few occasions around 2010, who was a member of the Legislative Assembly at that time.
He confessed to me that he did not read new legislation before voting to have it passed due to reams upon reams of docs being impossible to wade through.
So. there's ya problem.
Beaurocrat's "you bute good ideas" which legislators pass without reading. IMO
