If you open and read the full PDF of this uBrain it becomes clear it is very much early research and does not even answer the question of how it will implement memory or what type of memory it will use. It from memory is only implementing the neural network with 256 neurons and compares its performance to Loihi as it was in 2019.
I will leave it there but it is a long, long way behind and has still to negotiate once finally designed the question of patent protection and getting past Brainchip and Intel patents.
