However, there are several countries besides the US which have the grace period, so the comment that it applies only to the US probably means it does not apply in relation to Israel.
Relying on the 12 months grace period is fraught with problems in my opinion, because it does not cover 3rd party disclosure, so there could be evidentiary issues as to the origin of a disclosure.
The SS must be disclosed if it is involved in the best method of performing the invention known to the inventor at the time the application is filed.
If it was still under investigation at the time of filing, then I would guess that it was not "known to the inventor" at the time of filing.
