No it tests both for an excitory and inhibitory and if true increments or decrements if false doesn't process if increment or decrement reaches a threshold then the neurone fires
The Opinion is clear about the novelty of this Logical AND tests - NOBODY THOUGHT ABOUT IT
Then again I am a layman so could be up the wrong tree but in all of the patent applications these tests of the first BIT of the spike have never been mentioned as part of the circuitry i
