Yes you are correct but the principle still holds the government must uphold the best interests of the Argentinian people and the companies whichever companies are seated at the table must uphold the best interests of their share holders (other than negotiators who act in bad faith). Can someone shoot themselves in the foot well yes of course but a deal that progresses the extraction of the resource and the profits distributed to everyone's satisfaction is in everyone's interest. Overwhelmingly when a deal can be done it will be done but not always. Famous examples include the President of Bolivia who said that Lithium companies would have to do more of the processing in Bolivia. I think that he now lives in exile in Mexico. The Prime Minister of Australia tried to introduce a super profits resource tax. Shortly after announcing this he wasn't Prime Minister any more.
