Ah yes I think that you will find that the man in the picture is Osama Bin Laden and he is inspecting samples of Afghanistan's fabled blue lithium a much sought after commodity by identities like Nigel Farage.
Unfortunately this treasure is located in the Hindu Kush a mountain range so high that it make the Andes look like foot hills. A dear friend has already questioned the idea that lithium could be extracted at such altitudes.
