It's pretty clear to me (particularly from Anils' recent presentation) that they're heavily focused on selling IP wherever possible. They don't want to be a producer or supplier of chips. Let all the big boys do all the hard yards (which they're already set up for) and just offer support if and when necessary or come up with custom solutions.
