Let's look at this.
They only pay for the IP if they on-sell devices using the IP.
So, they have to incorporate the IP in a chip of their own and manufacture that and then make a device and incorporate the chip they made using the IP.
All this before BRN is paid.
You think this can be done inside 2 years?
Moreover, there is no penalty if they don't sell any devices.
