Seems to be an entirely software based attempt at neuromorphic style computing and if you go to industry news on web site and read the articles a few things are evident:
1. They are not advanced as they try to imply. Probably can do Level 1 to 3 with question mark over 4 and 5 is off in the future if they get there.
2. The semantics around they do not need to label are that they do not need to label to the same extent as pure deep learning. This is where they get energy savings however they are still using Von Neumann architecture to run their software.
Well that is my take.
