It is called high visibility policing. Policing easy marks gets numbers and numbers become statistics and statistics equate to proof you are working.
Random breath testing by police gets bulk numbers to turn into statistics that indicated police are active and stopping drink drivers. Setting up on a major highway where there is a high volume of traffic is perfect. In fact if you detect an offence it takes an officer out of the loop So ideally you do not detect any offending but you test large numbers.
Whereas patrolling looking for driving behaviour that might indicate offending does not get mass numbers.
The tax office audits ordinary tax payers because they can more quickly audit large numbers and appear to be working whereas auditing large complex businesses takes far to much time and does not produce the needed stats.
It is the most commonly used method to appear to be working and politicians love to be able to answer questions with stats and the bigger they are the better.
