I think your suspicions about Intel building neuromorphic software to cash in on the market are right.
For a while I thought Intel were just being used as a cover to keep the Brainchip name secret. After all, if Intel were directing customers to Brainchip at roadshows, it's possible they had some sort of NDA or agreement to help each other out. Intel knew they were far behind but potentially someone from NASA or DoD were requesting to use Intel's name instead of Brainchip's to prevent rival foreign powers from finding out about it.

But this isn't the most logical thought process. I think your software comment makes sense because Brainchip have limited funds. They have software that works well for existing machine learning frameworks but I think their SNN capabilities are limited. That's where Intel's Lava framework could potentially build from this and add extra functionalities that researchers have been using on Loihi for years.

Consider some of the previous articles we've seen over the past year:
I find the Teledyne FLIR one interesting because that would be a game changer in the industry and it seems they're interested in neuromorphic chips LOL. Could well be one of our NDA's / EAP's.
