I think it simply means 3 years ahead of the next commercially produced neuromorphic chip - in whatever form it is in. Neuromorphic architecture is pretty broad spectrum. It could be loosely based on the brain structure, directly mimic the brain or just be inspired by the brains structure. This could potentially create quite different architectures. Our confidence lies in fact that our chip is able to learn - which suggests BRN have nailed a reasonable digital facsimile of the brains components.
I think it simply means 3 years ahead of the next commercially...
