Certainly BRN do not need to produce chips (via TSMC) for the Renesas licence. There was an initial sign-on fee.
However, Renesas have had a fire in one of their fabs, which was reported to be at least a one month setback.
We do not know in which products Renesas proposes to use Akida IP, and we don't know if the fire has affected their products which use Akida IP.
However, it is possible that the Renesas Akida licence includes a regular (monthly/quarterly) base payment (eg $X for the first 100k chips in the period, then $Y per 100k thereafter in the period) irrespective of chip production.
The Akida SoC will be for customers who do not have the ability/funds/desire to incorporate the IP into their chip design.
