I don't disagree mate, and the fact is they haven't said they're going to, they've only said they CAN do it, and that part of their ip is from the states and part is not..........
I also think if there are versions of ARMv9 which have BRN IP, they may not all have AKIDA in. For instance achitecture "a series" doesn't appear to at all. Their "M series" and "R series" may do but the details of the architecture of these versions are being closely gaurded and are said to be released to the puplic later this year.
BRN may have agreed to an unrestricted deal with ARM in return for their help and exposure to all their customers. Then again there may be nothing happenning at all with ARM, possible, unlikely imo, but possible.
