Correct English is...has started, which could be just a Rush in correspondence.
Ether way I have no doubt you are correct, a last min change in the scheme of things must have been an executive decision which we all hope will be relayed as soon as management can.
Iam not English spelling giant nor one for correct pronunciation unfortunately, yet I think Iam correct in this case.
