The wording is odd.
On one side I'm thinking he's a scientist first and clarity in communication may not be his forte.
The other side reminds me he is an author of a book (presumably with help) and must be skilled at getting his message across. Changing tenses therefore must be the intent.
Haha I dont get fooled thinking people with strong accents have a lesser written English ability... quite often their skills exceed us natives.
