You make a valid point that there must be some sharing of knowledge.
Something you may like to have a look at is the various government requirements around the world for permitting AV trials and use.
When you do there is a common denominator in that they all require that a human be available to take back control should a need arise.
One obvious need for this to occur is if cloud connection is lost (Google’s system is all about cloud connection).
Thus a driver alertness monitoring system needs to function perfectly regardless of connection and on an independent power source.
I of course do not need to mention that AKIDA technology meets these requirements in spades.
