As the saying goes: Some of my best friends are sandgropers, (and BRN shareholders).
[They weren't so friendly when we hit 3 cents.]
I was just making the point that percentages are not always the best indicators, and that dollars per person give a more humanistic valuation, and, in my opinion, should form the baseline, from which various weightings, such as population density, education, health and services availability/distribution, and other factors could be used to make adjustments.
In any case, it's been sorted for the time being.
