    eh! Any government tender (State or otherwise) has an allowance for a non-conforming bid: a party can still bid, and win (amongst others) with an alternative. Depending on the RFP, of course. Without reading the spec’s, I still say that an entity as large as the ATO will see the value in CCR - and perhaps a consortium of bids; and still be awarded. The ATO isn’t bound by a sole collector (and it would be unrealistic to assume so). Neither is it bound by any means to collect that money. I can certainly say that it is highly unlikely CCR doesn’t get commissioned (in one respect or another).
