Actually, I now realise it was a guess based on the fact that PEN didn't want to attempt to deal with the environmental considerations.
Still a roll of the dice in that regard albeit with progress to date.

I've got PEN with environmental approval to got the next step in Wyoming. SFR (Sandfire) with a mining licence (black Butte Cu) in Montana (next state down) the first license to be approved in Montana in decades. Immediately there is a legal protest from environmentalists after the license issued admittedly the first stage legal protest quashed.

All good fun.
