One very important point still hasn't been mentioned - Jadar is in Serbia which is NOT part of the European Union. (the countries are a mixed bag: Czechia is member of EU doesn't use euro; Montenegro isn't member of EU uses euro; Germany is member of EU uses euro; Serbia isn't member of EU doesn't use euro).
All the subsidies programs are for EU members only, EU recovery fund is for EU members only, VW declared it wants to source basic materials from the European Union (not Europe). If you want to import lithium into the EU from non-EU country, you may be subject to taxes or import duties. And so on...
