I guess it all depends on who it is. In my opinion, PLL insane increase is thanks to Tesla, not the off take per say. Tesla has an insane fan base, an insane amount of retails investors making a fortune thanks to their stock (I'm one of them), they're the true hype. Don't get me wrong, an off take with VW would be great, but one with Tesla would be much better, potentially drawing all Tsla investor into EMH.
That's the way I see it, tho I could be completely wrong and whatever off-take would have the exact same result on the stock, but I doubt it.
