The "whom" would be anyone that wishes to pre-order them from their Web site.
While they have had a PC shuttle and Pi version of the Akida since the beginning of November 2021 (at $9,995 and $4,995, respectively), the PCIe hardware is selling for $499 and priced more towards the less "enterprisey" customers that want to develop for the chip.
I have pre-ordered one and I suspect several other individuals on the forums have done the same.
