I actually sent an email to Tony Dawe about it, in reference to the Shuttle PCs and Raspberry PIs, back in October, last year.
This was his reply to my question.

Ideally we’d like to see these early boards being bought by serious AI product developers who will eventually buy an IP license, however we also understand that many hobbyists, students, researchers and shareholders may want to purchase one for their own use.
The goal is to sell as many development systems as possible to demonstrate the utility and versatility of our product, and how easy it is to use. Please remember that we are still in the very early days of our commercialisation strategy and every sale is important.

This is the reason for the high price point of these initial kits.

The sales of these products to us, while significant, not only in sales, but in saturating our tech in the market, are only lunch money to us.

The big money, is in the IP sales and you can be sure, as has been evidenced, that we are dealing with the best Companies in the World
