They already have the issue where the rules changed because of a change of government with different priorities once - you'd think they would be all for speeding things up in case something else changes.
You are right to believe that the process should be easier after the first one - and it is only locations that will change. They would have to have an EPA imposed public consultation period for each site so we have that time period to negotiate.
