Think of it like a working mine site. You wouldn't run at 100% staff right up until the last day. You would keep the staff required to finalise loading of the trucks and wash plants, once that is complete they are gone and it is the crews on dozers etc to rehabilitate the disturbed ground, all other staff have gone!
so why would you keep on staff that have no bearing on the outcome other than to tell everybody when the announcements are due.
come on guys, it's down ramping at best, some people are a little wound up that it has gone on for this long.
