the answer to this is simple.
PCL has focussed on getting into high potential plays before they get trendy.
Their mission is to find them and bring partners in to drill and then if it’s a hit, take them to production.
No more no less.
They got into Kenya early and unfortunately drill did not strike oil. But if you go back over the data, it was well worth the shot and imho their will be oil found off shore Kenya.
they got good foothold in Namibia way before everyone was excited and we need to get to end of drill to find result.
But there has never been expectation that PCL would be the major partner in drill.
It is what it is.
