If they have signed a 3D agreement, they have to announce it. So no announcement means no agreement at this stage I would suggest. An announcement of that nature would be significant in terms of being price sensetive and material in terms of the contract conditions, dollars invloved and stake held moving forward.
Just my opinion as a non holder but watching with interest...
