Yes in general that is obviously true, but if they have the means (and they do) they can engage in some rapid short selling to manipulate the price down and then begin their buy back at lower prices. If the shorts are attempting to manipulate the price down then it is because they think there is a good possibility that the BLA will gain approval -- otherwise they would (as col69 pointed out) simply wait until after the FDA announcement when the price would tank on a rejection.
