Yes he did state deals. The explanation given is that the customers pushed out the decision dates from before to futher evaluate options.
He has state they have not lost out yet on any negotiation for a design in the running. You either take that as truth or bs but then it be unethical if they lied. So I will assume it's the truth and a decision on a IP deal should be possible when the customer makes the decision.
It was also stated they know the timelines but obviously can't say.
