This older article is quite instructive and gives an understanding why the CEO Sean Hehir advised shareholders that they had changed their plans and would not build out an AKIDA 2.0 to meet customer concerns regarding Brainchip being a competitor.
If ARM or Intel took an ‘architectural license’
it would make sense to request such a concession from Brainchip:

As can be seen such an agreement with either company would make Brainchip profitable overnight.
