No Doz, you have to look at why people license arm IP.
They do it because they want to use the arm templates to make a chip for themselves that only they have.
So If you're Apple thn you can add your own IP to the arm chip and you know that Samsung can' t have that.
And vice versa if Samsung were to modify the arm IP.
By Apple (or Samsung) adding the Akida IP to their version of an arm chip they achieve this.
But by having Arm offer the akida IP, they lose this.
