Clearly the author does not know the difference between a Leaky model such as Loihi and and Integrate and fire model such as AKIDA so I don’t take a lot away from this article.
If it is a Leaky model and I suspect it is then China will have trouble fabricating it for a few more years at scale because while it is establishing its own foundries faster than expected it has some way to go where Loihi type architecture is concerned.
