Consideration should be given to other possible reasons delaying the roll out of this product/technology.

For example, regulations.
In relation to a letter to the european union from businesses Jo Alpino, vice president of ai research at meta, commented that current europeon union regulations are stifling (slowing down) our ability to roll out the latest model the latest technology of ai based products. Unless we have that level of clarity in terms of regulations of course we can't go ahead and unless we are able to legally train models with european data we can't guarantee the ai models and ai products will be properly calibrated for european languages and cultures.

Possibly the next step for world regulation of ai is the recommended creation of a light touch coordination structure within the UN and the formation of a group of scientific experts on ai akin to the IPCC for client change.
