Patents have value when you can make money from them. Yes you are right it will have value enhancement when commercialisation of patents will start but without that they will have minimum value.
My good painting have as much value as someone wants to pay while a painting from MF Hussain will have value whether good or bad. So the value is on commercialisation of patents than the patents itself.
