It's most likely a pre CR pump.

No one is jumping at AGY as a major investment now. The plant is dead, no one is going to pay hundreds of millions of dollars to build a plant based on a design which doesn't work with a goal to eventually produce a product at a price way above current prices when people are shutting down existing viable operations.

Inevitably, the share price is going to decline over the next few years. JZ, PA and co want to milk this for as long as they can, so it makes sense to raise as much capital as possible, so for them, the sooner the better. It makes no sense for the market to just suddenly jump at AGY now for no apparent reason. Something is obviously up, and it's not primarily gleeful buying from people who see AGY as an imminent producer.
