ATL paid a premium price (multiples of the current price) in exchange for a deal on the product. They were burned badly. They have no reason to buy on market. They didn't buy shares because they thought it was a wonderful investment, they wanted the product.

The product now isn't coming. They know that. Attempts to produce have been abandoned. If hypothetically they believed in the AGY story and wanted to invest in it, they'd perhaps fund the 10,000TPA plant, but even if they wanted to do that, a higher AGY share price would be a bad thing for them, because they would be wanting the best deal for themselves, which would be attained through a low share price, so pushing the share price up now by buying on market would make all types of no sense.

While the company was fundamentally collapsing and the share price was falling, everyone was crying market manipulation (despite the fact that the company actually was in fundamental collapse). Now everyone seems to have vivid hallucinations of ATL or some other giant player wanting in... despite there only having been a few hundred thousand dollars worth of shares being sold. The value of the shares traded today is less than the market value of what I personally held last year! It's not ATL...

I personally think it's a pre CR pump. Buy a few, push the price up, others (primarily retail desperately hoping their holdings still have value averaging down), buy a few more to maintain the momentum... looking at the volume, it would only have taken tens of thousands of dollars in purchases to do it (you're only pushing the direction, you don't have to be making the bulk of the on market purchases, and in total we've only seen a little over $200k today), and most of that upfront expense will be recoverable. Pretty cheap pump, increasing the market cap by tens of millions of dollars using only tens of thousands of dollars (most of which you'll be able to get back) when you're wanting to raise millions of dollars in a CR!

You're right about something being fishy, but it's obviously not ATL accumulating. It generally makes sense to guess the most obvious explanation is the most likely one, but looking at ATL makes absolutely no sense at all.
