I have never read the company saying they " needed" 3D reactors in order to commercialise, they have said they are developing them as a requirement ( to reduce cost, and increase product )
Increase of product happens after commercialisation, not before there is a product.
FDA have not inspected and approved a 3D bioreactor as far as we are aware.
All indications I have read - it will commercialize under 2D.
