I think you'll find that in that verse you cited Captain 'Kurt' on an off day. Recall Picard's scathing reply to him:
"Nope... MAKE IT SO."
To which - at his very best - James Tiberius then reflected, relevantly IMO:
" Yeah, nah....risk.. risk is our business. That’s what this starship is all about. That’s why we’re aboard her. "
