I would say something significant has broken in the supply chain. I cannot imagine there would be so many truck-trailer combinations broken that they cannot move dirt, same with the barge - tug combinations. The broken link might be getting the dirt from land onto the Barge??? New Wobbler U/S???
Maybe they have run out of fuel?
