YES,your right.More tugs,More barges,BUT LESS LOAD onboard the more barges you use is the point,as I said above.
LOOK closely at the typography of Skardon River and the turns in it,before they pass the bar and guess if you can pull any more than one barge at a time, or how long a string you might be able to manage,with a tug at either end at high tide.
Port Headland is a bad reference / actually a good example to back up my argument,I will let you work out why.
