Depends on why they used the term "Practical Completion" as opposed to "completed". I thinks its to put a positive spin on the delayed progress.
if it was a house then 'practical completion' would mean you can move but there's heaps of stuff to be completed and it wont be ready for visitors for a while yet
so it may be constructed but it will be a while before it can produce anything. Just my opinion but based heavily on past missed milestones and fluffy non specific language.
